I believe democracy is an exciting new development for our species, but our way of doing it still has its drawbacks. I believe that we need a form of government that allows participation of all individuals at a level that is appropriate for them, from family to globe, and that the determination of the level of participation of an individual should be by those who know the individual well. This would suggest a global hierarchy of groups (of perhaps 15-20 people), starting from families designating their representatives to the neighborhood group, and each group designating their representative to the next higher group, all the way up to the Global Administration Group. Of course I guess there are a few details to work out.

Have we ever seen it? Are we getting closer or further away? What criteria would we use to evaluate a government? How would we legitimate those criteria?
